Prof. Twaha Kigongo Kaawaase (Ph.D)

Oweek. Hajj Prof. Twaha Kigongo Kaawaase is the First Deputy Premier (Katikkiro) of the Kingdom of Buganda and also the Minister in charge of Administration, ICT and Innovations.
Prof. Kaawaase also chairs the Annual Kabaka (King) Birthday Run and the Buganda Kingdom Provident Fund. Oweek. Kaawaase has served the Kingdom for over 27 years, having joined as a Director on the Board of Directors of the Kingdom’s radio station (CBS Radio) in 1996 to represent the interests of the then Greenland Insurance Company Ltd as a shareholder of the radio station. Served with Oweek. the late Godfrey Kaaya Kavuma as chairman of the Board of CBS. In the same year (1996), he was appointed a board member of the Kingdom’s community development initiative – the Buganda Cultural and Development Foundation (BUCADEF) under the chairmanship of the late Eng. Hubert Robert Kibuuka with Oweek David Kyewalabye Male as the Program officer, later CEO.
In 2001, the Kabaka (King) of Buganda nominated him as one of his ten special nominees to the Great Lukiiko (Parliament) of Buganda. Oweek. Kaawaase has served with all successive Katikkiros (Premiers) of Buganda under the reign of Kabaka Ronald Muwenda Mutebi II, except Katikkiro Joash Mayanja Nkangi 1964 to 1994] Viz: Katikkiro Joseph Mulwanyamuli Ssemwogerere [1994 to 2005] (Oweek Kaawaase served as the deputy Muwanika / Deputy Minister of Finance), Katikkiro Dan Muliika [2005 to 2007] (Oweek Kaawaase served as the deputy Muwanika / Deputy Minister of Finance), Ag. Katikkiro Emanuel Sendawula [June 2007 to Dec 2007] (Oweek Kaawaase served as the deputy Muwanika / Deputy Minister of Finance); Katikkiro John Baptist Walusimbi [2007 to 2013] (Oweek Kaawaase served as the deputy Muwanika / Deputy Minister of Finance) and Katikkiro Charles Peter Mayiga (2013 to date) – Oweek. Kaawaase served as deputy Muwanika (Deputy Minister of Finance); Minister of Education and Chairman of Kabaka Education Fund; Second Deputy Katikkiro and Minister of Education; and currently as First Deputy Premier (Katikkiro) of the Kingdom of Buganda and also Minister in charge of Administration, ICT and Innovations. Oweek Prof. Kaawaase is a Professor of Auditing and Accounting at Makerere University Business School, Kampala.
He is the author and publisher of over 30 International peer-reviewed Journal articles. He holds a Ph.D. in Auditing of the University of Dar-Es-Salaam (Tanzania); an M.Soc.Sc (Accounting & Dev. Fin) and a P.G.Dip.Dev.Fin (both of Birmingham University-UK) and a B. Com (Accounting) of Makerere University, Kampala. He is a Fellow of the Association of Chartered Certified Accountants (ACCA)-UK and a member of the Institute of Certified Public Accountants of Uganda (ICPAU) and the Institute of Corporate Governance of Uganda (ICGU). Since 1988, Prof. Kaawaase has practised accounting and auditing under his Audit firm, Sejjaaka, Kaawaase &Co. Certified Public Accountants.
He is the Chairman of the Board of directors of Uganda Reinsurance Company Ltd; Chairman of the board of Directors of Marsh International Insurance Brokers (U) Limited; and Member of the board of Directors of Simba Group of Companies. he is an Independent Trustee of the DFCU Bank Staff Provident Fund; and Member the Public Accountants Examination Board of Uganda.
He has served as a member of the New York-based International Federation of Accountants (IFAC) – Small & Medium Audit Practices Advisory Group (IFAC/SMPAG); Chairman, Board of Directors of the Uganda Capital Markets Authority; Chairman, Board of Directors of the Uganda Health Marketing Group; Chairman, Board of Trustees of the Insurance Training College of Uganda; Member, Board of Directors of the Uganda National Planning Authority; Member Board of Directors of the Uganda Civil Aviation Authority; Member; Member Board of Directors, of the Uganda Grain Milling Company and as a CEO of the Greenland Insurance Company Ltd.
Prof. Kaawaase belongs to the ‘Nyonyi Ndiisa’ Clan (the Lark Clan). He is the son of the late Hajj Muhammad Nseera Kaawaase of Kitaka Gomba, the Grandson of the late Dauda Sekikubo, the late Kasim Luboto, the late Byamugenzi all of Kitaka Gomba. He hails in the lineages of Kanamwangi (Owo Lunyiriri) of Kindulwe Buddu; Sekikubo (Mutuba) of Kitaka Gomba; Bicecere (Ssiga) of Kabira Buddu; Kaliika (Clan head-Owa Kasolya) of Mukungwe Buddu. His Mother is Hajjat Mariam Nankya Kaawaase, he is therefore a grandson of the Mamba (Lung Fish) clan on the maternal side.
Oweek. Hajj Twaha Kigongo Kaawaase is married to Hajjat Alisat Kigozi Kaawaase (Of the Fumbe clan); Hajjat Haddy Matovu Kaawaase (Of the Ngabi Clan) and Hajjat Madina Kibirige Kaawaase (Of the Ngeye Clan). He has children and grandchildren.
