In the execution of its roles and functions, the Buganda government
established organs in the name of ministries to run and implement
various activities at the national and local levels. It was envisaged
that the same ministries will form a formal link between the line
ministries of the Central Government and the Buganda Government. It is
this line, that ministry of Education and Sports was established to
forge a formal linkage with the Ministry of Education and Sports of the
Central Government.
The Ministry of Education and Sports is guided by the various
statutory instruments of the Buganda Government, the ministry at micro
level, is responsible for initiating its working policy in conformity
with the macro working policies at the legislative and executive level
of the Kingdom.
Mandate
The Ministry of Education and Sports derives its mandate in the
terminology which stands for its name. It is therefore mandated to deal
with all aspects of education and sports.
Education
Due to the nature of the Kingdom in which this Ministry serves, the
two areas of education are highlighted. These are, the Formal and
informal education the Kingdom respect, relates and stands for its
culture and customs. The informal education, which is enshrined in the
Kiganda culture and customs, takes an upper position in education. The
integration and blending of modernization and traditionalism is also
given a slot in the informal education in the Ministry's priority areas.
The formal education is reflected in the training of individuals
whereby a formal class, a trained instructor and pre-arranged materials
in form of a syllabus are given/offered the learner. Therefore, all
schools, institutions and colleges of higher learning and what takes
place there are all activities informal education and are issues of
concern for this Ministry.

- Appointments as far as schools and institutions are concerned.
- Quality assurance in education.
- Innovation in education.
- Training of schools' administrators.
- Discipline in Institutions.
- Education rights.
- Development of appropriate retention strategies.
- Literacy programmes
- Construction of Institutions.
